Synopsis

This chapter quantifies the sectoral economic effects of Mexico’s proposed prohibition of genetically modified (GM) maize imports, using a maize agri-food value-chain perspective. It models a counterfactual in which Mexico fully replaces U.S. GM maize imports (white and yellow) with conventional non-GM maize sourced from Brazil and the rest of the world, implementing a multiregional input–output framework based on WIOD matrices and Mexico’s import matrix (2013 benchmark). The results indicate very small aggregate impacts on output and value added in both Mexico and the United States, concentrated in activities tied to the binational maize value chain. The chapter concludes that policy feasibility hinges on non-GM supply availability and, longer term, sustainable domestic yield increases.
